WYSIWYG Web Builder by Pablo Software is probably the most reasonably priced sitebuilder I have ever seen. I say this not because of its price but because of its capabilities. I can't speak for Microsoft Web Expressions or Adobe Dreamweaver (both are pricey) as I've never used either but WYSIWYG has amazing capabilities.
This is a desktop publisher, which is nice, as online publishers can be slow and non-responsive at times, especially with slow DSL. Desktop versions never have this problem.

Online tutorials and a user forum help you to learn this software but be aware, there is a fairly steep learning curve. I remember the first time using this was very frustrating and I gave up on it at the time. It really does take some time reading the tutorials and help topics before you can jump in and build a site. Learning to use WYSIWYG 11 will lead to creating an extremely nice, feature rich web site.

Quick 'n Easy Web Builder 3

Another desktop publisher created by Pablo Software. This is a stripped down version of WYSIWYG with more than enough features to produce a nice website. With only 100 extensions/plugins it still has basically all the same functions as WYSIWYG 11. Has the same responsive design capabilities and 100 free templates. Drag and drop layout design. Built in banner maker, PayPal buttons, photo gallery, blog and much more but with a $34.99 price tag for the Windows Version.
Quality drag and drop just got more affordable. You can't go wrong with Pablo Software, they create cutting edge stuff at very affordable prices. Knowing what I know now I would have purchased Quick 'n Easy Web Builder instead of WYSIWYG. Not because the latter is not good but because Quick 'n Easy probably would have been more suitable to my needs and more in my price range. Now, I'm itching to try it and I just may have to buy it even though I own WYSIWYG 10.
